Southern Ohio Veterans Memorial Highway/ Portsmouth Bypass

As the largest single roadway construction project in state history, the Southern Ohio Veterans Memorial Highway/S.R. 823 project would have normally taken the state 15-25 years to complete over phases, but a unique public-private partnership (P3) funding method accelerated it to less than four years. The P3 funding mechanism also marked a first for the state. This stretch of highway is the last segment of the Appalachian highway system, traversing mountainous terrain. The bypass alleviates congestion and solves safety issues. TranSystems provided 25% design through the completion of final design.
