The National Gateway Initiative was initiated to improve the flow of freight rail traffic along the East Coast by allowing the use of double-stacked container service by funding and clearing a number of narrow and low-clearance obstructions in Ohio, Pennsylvania, Maryland, West Virginia, Virginia, North Carolina, and Washington, D.C. Phase I of this initiative was the CSX route between Greenwich, OH and Chambersburg, PA, where 40 tunnel, bridge and other obstructions were eliminated. Phase I allowed CSX to move double-stacked trains between its new intermodal hub in Northwest Ohio and Chambersburg, PA. TranSystems teamed with Hill International to provide program and construction management to oversee 27 contracts covering work at 43 project locations along the route.
