El Paso Innovative Finance Analysis

TranSystems conducted a creative financing workshop for the El Paso District of TxDOT and performed innovative financial analysis for 12 major highway corridors in the District.  A study examined applicable financing tools for each corridor; the corridors were then evaluated for their potential for incorporating toll and managed lane projects.  The scope of work included collecting and analyzing county-wide demographic information; assessing the financial feasibility; estimating revenue available for bonding; developing traffic and revenue forecasts; and analyzing cost reduction techniques and value capture financing.
