Environmental Strategy Analysis and Costing

To arm clients with the information they need to make good environmental decisions for their organizations, Environmental Strategy and Analysis Costing involves evaluating the impacts of potential environmental management strategies and identifying alternative strategies that are the most cost-effective.

TranSystems’ economic analysis capabilities have supported numerous regulatory analyses of state, regional, and national scope. The firm combines its emission inventory, control cost, and projection capabilities with economic analysis expertise to provide clients with the unique ability to perform comprehensive integrated economic and regulatory analyses.

As part of our environmental economic analysis expertise, TranSystems produces documentation and effectively communicates with relevant stakeholders to understand the economic analysis needs to be addressed as well as the availability of the data that provides the basis of the analysis. Our staff reviews the findings of those communications to produce a recommendation on the data to be tracked and managed. Finally a report specifying the requirements is produced, along with potential architectural considerations and cost implications.

TranSystems (formerly EH Pechan) has generated a system that can be used for economic-related technical and policy evaluations by tribes, state and federal agencies, RPOs, stakeholders, and other interested parties. The specification includes the capability of receiving and storing data in reporting formats commonly used by various agencies and sources with little or no additional effort, producing user-specified reports, performing user-selected quality control and assurance tests, allowing data queries and graphic display, and presenting this information in geographic information system (GIS) format.

Two of the studies that have relied on TranSystems’ broad capabilities are an analysis of alternative particulate matter (PM) national ambient air quality standards (Economic Impact Analysis for the PM10 NAAQS-Part 50, Response to Comments) and an evaluation of the benefits and costs of programs implemented under authority of the Section 812 Clean Air Act Amendments. TranSystems has also provided services for the National Tribal Environmental Council.
